【摘要】:Thisguidesuggestsmethodsfororganizingandoperatingstate,regional,andlocalEMSsystems,inaccordancewithGuideF1086.Itwillassiststate,regional,orlocalorganizationsinassessing,planning,documenting,andimplementingtheirspecificoperations.TheguideisgeneralinnatureandabletobeadaptedforexistingEMSSystems.FororganizationsthatareestablishingEMSSystemoperations,theguideisspecificenoughtoformthebasisoftheoperationalmanual.1.1ThisstandardestablishedguidelinesfortheorganizationandoperationofEmergencyMedicalServicesSystems(EMSS)atthestate,regionalandlocallevels.Thisguidewillidentifymethodsofdevelopingstatestandards,coordinating/managingregionalEMSSystems,anddeliveringemergencymedicalservicesthroughthelocalEMSSystem.1.1.1Atthestatelevelthisguideidentifiesscope,methods,proceduresandparticipantsinthefollowingstatestructureresponsibilities:(a)establishmentofEMSlegislation;(b)developmentofminimumstandards;(c)enforcementofminimumstandards;(d)designationofsubstatestructure;(e)provisionoftechnicalassistance;(f)identificationoffundingandotherresourcesforthedevelopment,maintenance,andenhancementofEMSsystems;(g)developmentandimplementationoftrainingsystems;(h)developmentandimplementationofcommunicationsystems;(i)developmentandimplementationofrecord-keepingandevaluationsystems;(j)developmentandimplementationofpublicinformation,publiceducation,andpublicrelationsprograms;(k)developmentandimplementationofacutecarecenterdesignation;(l)developmentandimplementationofadisastermedicalsystem;(m)overallcoordinationofEMSandrelatedprogramswithinthestateandinconcertwithotherstatesorfederalauthorities.1.2Attheregionallevel,thisguideidentifiesmethodsofplanning,implementing,coordinating/managing,andevaluatingtheemergencymedicalservicessystemwhichexistswithinanaturalcatchmentareaandprovidesguidanceontheuseofthesemethods.1.3Atthelocallevel,thisguideidentifiesabasicstructurefortheorganizationandmanagementofalocalEMSsystemandoutlinestheresponsibilitiesthatalocalEMSshouldassumeintheplanning,development,implementationandevaluationofitsEMSsystem.
